JUSTICE DELAYED IS JUSTICE DENIED

Prisoners are completely vulnerable often under stress and unable to look out for their own interest and totally dependent upon government officials to protect them.  Any change in law affecting their freedom must be shared and explained in a common language that they can understand in order to protect their opportunity for freedom.
